Melt the butter in a saucepan and sweat the flour in it, stirring until it foams. Extinguish with the milk, stir well with a whisk so that no lumps form. Let the cheese (1) melt in it. Add the yolks and season with pepper, salt and nutmeg. Cool slightly. Whip egg whites with a little salt until very stiff and fold in. Preheat the oven to 180 °C. Cover a baking tray with parchment paper and spread the cheese mixture on it. Bake in the oven for 15 minutes. Afterwards cool down a little bit.

In the meantime, mix the heavy cream cheese until smooth. Clean the peppers, cut them in half, remove the seeds, rinse them and cut them into cubes. Rinse the chives, shake dry and cut into rolls. Mix into cream cheese along with peppers. Season with salt, pepper and cayenne pepper. Spread the filling on the baked cheese dough. Pull the parchment paper up the sides to roll the dough into a roulade.

Sprinkle the remaining cheese (2) on the baking sheet and bake under the broiler or in the oven until the cheese melts and turns a golden yellow color.
