For the spiced rice with raisins, boil water in a saucepan. Add cinnamon, rice, turmeric, cardamom, salt and pepper.

Reduce heat and steam with lid on for 10 min, then add raisins and continue to steam for about 10 minutes until rice is tender and all liquid is absorbed.

Add butter, loosen the spiced rice with raisins with a fork, remove the whole spices and serve warm.
